The growing stratification or differentiation of elite from non-elite universities across the globe will continue to affect funding. However, organization members should be able to recognize and explain the change. It is possible, however, that the development of cathedral schools into universities was quite rare, with the University of Paris being an exception. Both the logic and the evidence suggest that more rapid movement to graduation accompanied by policies of disinvestment can only be achieved over the long and short term through cut-rate forms of curricula and devalued degrees. Resistance to change is normal; people cling to habits and to the status quo. The science of organization development was created to deal with changing people on the job through techniques such as education and training, team building, and career planning.

Consequently, many experts have strong reservations about the numerous measurements that must be taken in performance management. Instead of forging ahead to complete the other goals, they dropped the change effort. Regular meetings with the guidance coalition are important to share progress and obtain direction.
Change teams need to have the ability to act outside of the traditional structure to create new and innovative actions that lead to the end result. Of the 7, full-time faculty at CUNY, more than 4, voted, and 92 percent voted no confidence.

Introduction[ edit ] Taylor started this paper by quoting then President of the United StatesTheodore Roosevelt : "The conservation of our national resources is only preliminary to the larger question of national efficiency".
Taylor demonstrated that maximum prosperity can exist only as the result of maximum productivity, both for the shop and individual, and rebuked the idea that the fundamental interests of employees and employers are necessarily antagonistic. Their logic was challenged by faculty. This policy conversation ignores, however, the economics of debt, greater student need for part-time employment and investment in college readiness as external factors affecting time to degree and graduation rates.
We have outlined a very bleak political and economic landscape of intensifying scarcity, competition, privatization, rapid technological change and recalculation of the meaning and value of a college degree. Southern universities tended to be patterned after the student-controlled model begun at the University of Bologna.

He explained the natural tendency of men to take it easy as distinct from "systematic soldiering" due to thought and reasoning, and how bringing men together at a standard rate of pay exacerbated this problem. There was considerable reluctance on the part of universities to relinquish the symmetry and comprehensiveness provided by the Aristotelian system, which was effective as a coherent system for understanding and interpreting the world.
The president has subsequently proposed a ratings formula for higher education that emphasizes positive outcomes based on these metrics as a precondition for continued federal funding, including student financial aid programs such as Pell Grants and student loans.
Reducing time to degree and increasing graduation rates are clearly laudable goals. When combined with the decline of particular demographic cohorts of students producing some of the expanded enrollments in public universities in the recent past, the situation is exacerbated.
